This month, we feature Paul Arnill MBE, Chief Officer of Royston Town Council. His role is to support elected councillors in delivering services, projects and events that enhance the quality of life for residents, while ensuring the Council is run effectively, transparently and responsibly. He is passionate about community engagement and helping local people shape the future of our town.
Where do you live?
I live in Hemingford Grey which is a beautiful village, 30 minutes drive from Royston. Although I have only been in the role for twelve months, I have spent much of my career working in leadership, from serving in the armed forces to counter terrorism and public service to community-focused organisations. Since joining the Town Council in 2025, I have been struck by the strength of community spirit in Royston and have quickly developed a strong connection with the town and its people.
What is the role of Royston Town Council?
Royston Town Council is the most local level of government and works directly on matters that affect residents’ day-to-day lives. We support community events, maintain local facilities, provide grants to local organisations, represent residents’ interests, and help preserve the town’s heritage and identity.
How does this fit into the landscape of District and County Councils?
Town, District and County Councils all have different responsibilities. Royston Town Council focuses on local community matters and town amenities. North Hertfordshire Council (District)is responsible for services such as planning, waste collection and housing, while Hertfordshire County Council manages areas including education, highways and social care. Working together allows us to deliver the best outcomes for residents.
What are your goals for the Council?
My goals are to strengthen community engagement, improve transparency and accessibility, support local organisations, maintain high-quality services and ensure the Council continues to be a positive force for Royston. I want residents to feel connected to the Council and confident that their voices are being heard.
What have been the biggest challenges?
One of the biggest challenges was rebuilding the Council team from scratch while tackling a number of longstanding issues with limited resources. It has been a demanding journey, but we are now in a much stronger position and are continuing to modernise services while preserving everything that makes Royston unique.
What have been your first impressions of Royston?
My first impression was that Royston is a welcoming and vibrant market town with a remarkable sense of community. It has a rich history, fantastic local businesses and a real pride of place among residents.
What’s your favourite local place to eat?
One of the things I enjoy most about Royston is the variety of independent cafés, pubs and restaurants. If I had to pick a favourite, it would be The Old Bull Inn. It’s a fantastic place to meet people, enjoy good food and experience the warm community atmosphere that makes Royston such a special town.
And your favourite local Shop?
I am a great supporter of Royston’s independent retailers. The town centre is full of businesses that give Royston its unique character, and I always encourage residents and visitors to shop locally whenever possible. If I had to choose a favourite, it would be The Honest Fig. It’s a fantastic independent business with a wonderful selection of artisan cheeses, deli products and locally sourced treats.
What is your favourite Royston experience?
My favourite Royston experience has to be visiting Royston Cave. It’s one of the town’s most fascinating and unique attractions, steeped in history and mystery, and a reminder of Royston’s rich heritage. I also enjoy attending community events and seeing people come together. Whether it’s the May Fayre, civic events, markets or local celebrations, those occasions showcase the very best of Royston’s community spirit and make me proud to be part of the town.
What are you looking forward to most this month?
The run-up to the local elections has been an especially busy and demanding period for the Council, so I am looking forward to taking a little time to rest, recharge and reflect on what I have achieved over the past twelve months.
What has been your proudest moment?
Receiving an MBE was a tremendous honour and undoubtedly one of the proudest moments of my life. It was a privilege to have my years of public service recognised, including my service in the British Army, my work in Search and Rescue, and my contribution to the safety of the London 2012 Olympic Games.
Night in or night out?
A bit of both. These days I appreciate a good night in with my wife but never turn down the the opportunity to spend a night out with friends.
What is your favourite place in the world?
It’s not the destination but the company that makes for great memories. I enjoy anywhere that combines history and great people and have been fortunate to travel. But, I have always believed that the best places are those spent with the people we love.
What has been the most valuable life lesson that you have learnt?
Leadership is ultimately about service. Whether in the military, emergency services, business or local government, success comes from listening to people, earning trust and helping others achieve their goals.
